General
1.1
RECA will be known as the
Regina Engineering Chinese students’
Association, which is a non-profit
organization under
the Regina
Engineering Student Society.
1.2
The address of the RECA is as
follows:

Objective
The objectives of
the RESS shall be:
2.1 To build a
community of support for Chinese
students
in engineering program.
2.2
To
unite students with Faculty of
Engineering.
2.3
To promote good fellowship
and engineering spirit among Chinese
engineering students.
2.4
To
provides
services for all Chinese students

Chinese students

Tutorials and seminars

Presentations from some
experienced engineers

Social events

Information and questions

3. Membership
Since RECA is a
non-profit organization, there is no
membership required.
4. The Council
The Council of
the RECA will consist of:
a. The President
b. Vice President
c. Director of
Affairs
d. Director of
Communication
e. Director of
Social
f. Director of
Finance
g. Faculty
Advisor (non-voting)
5. Duties of Council Positions
5.1 The
President shall:
-
Co-ordinate RECA Council
activities
-
Chair all meetings of the
RECA at which s/he is present
-
Ensure that all Council
members are fulfilling their
responsibilities
-
Be ultimately responsible for
actions taken by the RECA
-
Be responsible for RECA
succession planning, as well as
actions to ensure a smooth
transition between changing
Executives.
-
Act as a chief spokesperson
on behalf of the RECA
-
Be the primary interpreter of
the RECA Constitution
-
Be responsible for the
authority of financial transactions
under the name of the RECA
-
Communicate with the Faculty
members of Engineering and RESS
committees
-
Pursue corporate sponsorship
for events
5.2 The
Vice-President shall:
-
Assist the President in
coordinating Council business
-
Replace the President's
duties in his/her absence
-
Serve as a liaison to event
Chair when the RECA or related
engineering societies host external
events
-
Encourage RECA members to
participate in the various RECA
social events
-
Increase morale and the
spirit of engineering within RECA
membership
-
Be actively involved with the
planning and operation of RECA
social events
-
Provide continuity to the
executive during transitions between
elections
5.3 The
Director
of Affairs
shall:
-
Assist the President in
coordinating Council business
-
Assist Director of
Communication to deal with all the
academic affairs
-
Serve as Chief Returning
Officer for RECA elections
-
Prepare an accurate financial
accounting of all Tutorial Program
expenses each semester
-
Be responsible for
publicizing all RECA functions
-
Take minutes at Council and
General meetings
-
Be responsible for
maintaining and updating both hard
and soft copies of all official RECA
documents and archives
5.4 The
Director
of Communication
shall:
-
Assist the President in
coordinating Council business
-
Act on student academic
concerns and academic complaints
-
Be responsible for the
Supplemental Tutorial Program
-
Keep up to date the email
address lists of both the RECA
Executive and the RECA
-
Properly document all
tutorial agreements and arrangements
-
Be responsible for the
printing of any RECA newsletters,
posters and other RECA publications
5.5 The
Director
of Social
shall:
-
Assist the President in
coordinating Council business
-
Organize and Chair the social
events
-
Be responsible for
publicizing all RECA functions
-
Encourage RECA members to
participate in the various RECA
social events
-
Be actively involved with the
planning and operation of RECA
social events
5.6 The
Director of
Finance
shall:
-
Be responsible for the
management of moneys received or
negotiated for by the RECA
-
Be responsible for the RECA
bank account, in conjunction with
the RECA President
-
Be consulted on all financial
matters of the RECA
-
Be responsible for preparing
an annual budget and financial plan
to RECA and RESS
-
Be responsible to maintain
written financial records and to
post semester reports
5.7 The
Faculty Advisor shall:
-
Be a liaison between the
staff members of the Faculty of
Engineering and the RECA
-
Provide advice and support to
members of the RECA
6. ELECTIONS
6.1. Election of
the position of the President holds
on the Monday of the second week
after the beginning of Fall semester
each year and end immediately in the
end of that day at 4:30 pm
6.2
Candidates wishing to be appointed
to an RECA position must first
request the appointment at a regular
Executive meeting. The previous
Executive shall appoint positions
not elected at the same day as the
election of the President

7. MEETINGS
7.1 Executive
Meetings of RECA
-
Executive Meetings shall be
held every twice week, or more
frequently at the discretion of the
president, who may call a meeting at
any time.
-
Each executive members shall
attend every executive meeting
besides emergency issues
7.2 General
Meetings of RECA
-
General Meetings shall be
called within the first month of
each semester.
-
All members are welcome to
participate in General meeting
-
Motions involving changes to
the constitution may be held in the
General meeting.
-
Members who are not available
during the meeting time may proxy
their vote to members attending the
meeting.
7.3 Executive
meetings of RESS
-
RECA shall have at least one
executive member to present in
Executive meetings of RESS
8. MONEY
-
Main Account shall be used to
pay bills, purchase stores, and
purchase items for social Events.
-
All monies received from
revenue sources shall be deposited
into this main account.
-
The signing authority for the
accounts consists of signatures of
President, and Director of Finance.
-
The Chair of each event must
present a budget in an Executive
meeting for Executive approval.
-
The Executive shall approve
any purchases in excess of twenty
dollars ($20.00).
Purchases
less than $20.00 are subject to
review by the Honorary Director of
Finance if requested by the
Executive.
9. ACT OF LAW
-
Any Executive member must
disclose any conflict of interest in
any proposed action of the RECA.
Said Executive member cannot vote in
approval of said action.
-
All functions sponsored by
the RECA shall conform to civil and
criminal law.
10. INTERPRETATION OF THE
CONSTITUTION
Director of
Social in consultation with the
President shall make interpretation
of any ambiguous or debated clauses
in this constitution.
11. AMMENDMENTS TO THE CONSTITUTION
-
Amendments to this
constitution may be made by a
majority vote of the members present
at any General Meeting of the RECA
where a quorum is presented, and
shall be done in accordance with the
Non-profit Corporations Act.
